A: No - I would buy it if it did. The only actually-sealed Neutrogena makeup removing product is the individually-wrapped wipes. It's ridiculous they don't use tamperproof seals on all products meant to contact the eye and mouth.

Gentle and effective
The thing that I like most about this makeup remover is that is really gentle with my eyes. The most difficult part of removing makeup for me have been the eye-mascara but this oil works pretty good. My sling is oily but I haven’t had any issues on using this

Not acceptable...
I will never buy another neutrogena product agaIN after purchasing the eye makeup remover. There is no seal at all on it or under the cap so not sure what is in it. Any person can open it and fill it with acid or anything and us unsuspecting customers can have life long injuries. This is just not acceptable for a huge company like Kenvue or soon to be Kimberly clark. Buyers need to be very aware.....

The Only Makeup Remover I Use!
This stuff works surprisingly well at breaking down stubborn makeup. Even with waterproof mascara, it comes off easily without needing to scrub or tug at my lashes. Even though this product is oil free, it does have an oily texture and feel to it. Not necessarily a bad thing depending on your preferences, but it does a great job of removing makeup, especially Waterproof mascara. When I wear a full face and need a strong makeup remover this is my go to
