A: No - I would buy it if it did. The only actually-sealed Neutrogena makeup removing product is the individually-wrapped wipes. It's ridiculous they don't use tamperproof seals on all products meant to contact the eye and mouth.

Good eye makeup remover for the price but now I prefer cleaning oil. That being said back when there were fewer options it was effective but would still sting the eyes despite being hypoallergenic.

This is a cult classic for a reason! It melts off ALL makeup- even waterproof! with its gentle oil-free formula and rinses clean with no greasy lingering feeling like some oil based makeup removers. The scent is light and fresh. And the packaging is easy to use with a cotton pad. It’s a great value considering a little goes a long way. I’ve had mine for probably 4 months and use it daily!

I’ve used THis product for many years and loved it until now. I don’t Know what changed but it’s ABSOLUTELY useless. I’m so disappointed to have lost a product that i always found reliable.
