Walter Galenson provides a comparative account of how unions in Belgium, Holland, Austria, France, Italy, Britain, and Sweden have evolved distinctive responses to the challenges of representation, political fragmentation, and member participation. He pays particular attention to the phenomenon of "dual unionism," long rejected in the United States but widely accepted in parts of Europe as a positive feature of union life.
