Rusted

The chairs are leaking bright orange liquid-I assume it’s some sort of rust. It’s staining our deck & won’t come clean. How do brand new chairs constantly spew rusty liquid-we have young kids, pets and this seems very toxic. We had our old set over 10 years, out all year in rain, snow, etc…and never had anything like this happen, even when signs of rust did eventually appear. Another issue is that we were missing parts. We sent multiple emails and it was weeks before we had the parts needed.
