Doesnt stick

Wallpaper does not stick. It is constantly coming off the walls as shown. I've used Perl and stick wallpaper before and never had this issue before. It sucks because it is very pretty but troublesome as I always have to get a broom or stand on something to try to push the wallpaper back up.
