Holes for bolts don't line up

It's a narrow chair so if you're a large person, pass this one up. More importantly, the holes don't line up on the arms so you can't get one of the bolts in to attach the arm rests to the chair. I tried several different ways to get the bolts in and no luck. The material is also covering the holes and it takes some effort to reveal the holes. Returning it.
