Metal bar for the head of the chairs are rusted

We put the chairs together and the bar that adjusts the backs are all rusted on all 4 chairs. I don't understand how 4 brand new in box chairs could already have very rusted metal adjustments. The wood part of the chair is nice, but the metal is not.
