Outside vendor not Target item. Has its own return policies. Target will not take responsibility for any delays in shipping or the vendors return policies

This is not a Target item. Ships from outside vendor. Bought skirt from this vendor through target and they delayed the shipping. when I received item it was poor quality item. When I tried to return it they refused my return stating return window is expired. Return window starts from day of order even if order is delayed.
