Chicago Police and the FBI fear terrorists have struck the city after scores of patients start flooding local emergency rooms throughout Chicago, baffling doctors with their rare ailments that at first paralyze and then turn deadly.

Investigative reporter Peter Michaels is not convinced it's a terrorist attack and discovers that a serial killer has unleashed new methods to kill using genetically manufactured microbiological organisms, germs, and pathogens.

Michaels tags the killer "Bug Man" and sets out to expose a deadly plot that is underway to kill tens of thousands of Chicagoans attending an NFL game.
