A: Great question! Yes, a facial toner is supposed to be applied after cleansing the skin and before any serums and your moisturizer. The Niacinamide Brightening Toner can be applied with a cotton pad or patted on with your hands. Not only does the toner add a layer of hydration, but it also contains niacinamide, arbutin, licorice root, and a vitamin C derivative to impart a brightening effect on the skin.
