A: No - I would buy it if it did. The only actually-sealed Neutrogena makeup removing product is the individually-wrapped wipes. It's ridiculous they don't use tamperproof seals on all products meant to contact the eye and mouth.

This makeup remover was decent but not amazing. It did take off most of my waterproof mascara, but I had to go over my eyes a few times and still felt a little residue left behind. It’s gentle and didn’t irritate my eyes, which I appreciated, but it left a slight greasy film even though it says “oil-free.” The packaging is nice and leak-proof, but for the price, I expected it to work faster and more completely.

When it comes to removing waterproof mascara, this stuff is THE BEST hands down. I've tried many other products, but nothing I've used removes it quite as thoroughly as this stuff. Simply shake it up, apply it to a cotton round and swipe away. Doesn't leave a heavy residue or irritate my sensitive eyes either. Seeing that I don't wear waterproof mascara daily, the bottle lasts forever.
