However, given that you are purchasing a "Target Certified Refurbished" unit, it's highly likely that the iPad will have been updated to a much newer version of iPadOS. Apple regularly releases software updates, and refurbished devices are typically brought up to date before being sold. As of today, June 10, 2025, the iPad 9th Generation is compatible with and can run the latest public version of iPadOS, which is currently iPadOS 18. So, while it originally came with iPadOS 15, expect it to be running iPadOS 18 or at least a very recent version of iPadOS 17, with the ability to update to iPadOS 18 immediately if it's not already there.
