A: It seems only possible if you're willing to turn them and have a gap. So you would have handles facing you on the first tier, then facing left to right on the next, and so on, unless there's a lid somewhere

Q: The bin seems to taper at the bottom. What are the interior dimensions on the bottom? I am trying to see if my student folders will lie flat inside.
