Lacquer can be food safe for some uses, but it's not recommended for cutting or chopping surfaces and wood that has been stained and finished can be food safe, as long as the finish has cured and dried. Either the scoops are food safe, or they are not. Breakdown of lacquer and stain of unknown food safety are not things I choose to risk. The lack of specificity on the tag and to customers’ repeated questions points to issues with food contact safety.
