Q: Will they stick to rough outdoor stucco?
A: Hello. Command products stick best to smooth surfaces. If the surface is rough, there is less for the adhesive strip to stick too so the weight limit can diminish.

Q: will they stick on plastic panel outside?
A: Hello! Command™ products work best on most smooth, non-porous surfaces that have been cleaned with rubbing alcohol - such as painted, stained, or varnished wood; metal; glass; smooth painted wallboard or plaster; ceramic tile; and painted cinder block. For the plastic panel you mentioned, please note that if it is light, delicate or textured, using Command™ products is not recommended. -SG
