Q: Is the cover suppose to come off to fill?

A: No. The cover is attached. The pump unscrews to fill. But I don't recommend this item. It's very poorly made out of cheap materials. The pump's nozzle is rough and unfinished. I wrote a 1 star review.

This is shockingly bad. The photo makes it look smooth like glass. But in reality the tank part is made of cheap, brittle plastic. It looks and feels like the worst soap dispenser you'd find in a dollar store. The pump is awful. The nozzle opening is rough and jagged. I've never even seen that poor quality nozzle on any pump. At best this should be a $3 or $4 item. And at that price it would be a bad purchase. Save yourself the trouble of having to return this dispenser.
