Q: Is this wifi only without a plan?

You must maintain that plan for at least 60 days to meet the unlock criteria. After 60 days, the phone will become unlocked, and you can then use it as a Wi-Fi-only device, insert a SIM from another carrier, or use it for international travel. If your intention is to have a simple Wi-Fi-only device, your best option is to purchase an "unlocked" version of the Samsung A16 5G. These phones are not tied to any specific carrier and can be used on Wi-Fi immediately without a cellular plan.
