"ages three and up" should be "ages three to five"
I assume the age minimum is based on the potential for a choking hazard if a bit breaks off. The tiara is very cute but has no give, so if the head in question is larger than a toddler's it's a no-go. It also will not "sit" on an adult's head (ask me how I know!) due to the large combs but I think they'd be very helpful for holding it on a smaller head.

We weren't able to get it to stay on my daughters head for even a minute. The hair clasps don't align right to where you can use them properly, so we just kinda propped it up and held on to it while she played.

Amazing for the price
