Target Staff responded to a question regarding if it's refillable, and it is not. The black cap portion does not unscrew perhaps when empty, one can try to pry it off with a butter knife to remove it.

Nice Flavorful Pepper, Cheaply Made Grinder Top
This pepper adds a nice, black pepper punch to foods. However, the grinder top is awkward to use. The grinder doesn't turn easily. I haven't had a problem with the top breaking, but I turn it gently. If you are willing to put up with the cheaply made, difficult to use grinder top, this flavorful pepper is a good value for the money.

Worst pepper grinder
The other reviews are right, this is the worst pepper grinder I’ve ever purchased. The grinder sucks. It takes forever to grind any pepper and it seems like it’s just flaking the skin off of the peppercorns, which results in flavorless black dust on your food. I also hate that you can’t take the top off to remove full peppercorns to add to things like broth. I ended up cutting this thing open and putting them in an old pepper grinder.
