A: Hello - We appreciate your interest in this item. It locks by using a pop-up handle that locks into place when lifted and pushes down to unlock and fold down. This is a terribly made product. You can barely put any kind of laundry in here and the handle is so cheap and so unstable this is not a good product to buy.

Total garbage. The wheels didn't even survive the 7 minute walk home before one snapped off in the middle of the street. The handles are sharp exclusively where they have the most contact with your hands which is literally excruciating if you have anything more than a tiny load of laundry. The second time I tried using it the handle snapped right off. Don't buy this crap. Almost $20 for low quality plastic is crazy.
