Q: Will they stick to rough outdoor stucco?
A: Hello. Command products stick best to smooth surfaces. If the surface is rough, there is less for the adhesive strip to stick too so the weight limit can diminish.

Q: Can these attach to ceilings ?

Along if the ceiling is flat and smooth, enough room to stretch the strip 10" and the item hanging is less than a 1/2lb.
