Q: can these lamp shades fit on a lamp base that measures 21 inches (h) x 6 inches (w) x 4 inches (d)? I dont want to purchase the shades if they are going to be to small?

A: Hi - yes, these would be a nice fit for the lamp base that you describe. To test the look, you can cut a piece of paper to the rough size of the shade front, then hold it up against the base to get an idea of what it will look like. Thank you for the question.
