A: Same happened to me, clearly states two items. Called customer service, was told there is an internet issue with this item and under review. ONLY option it to return the one I got.

Q: is this supose to wobble and be tilted at the attachment joint? or am I not screwing it tight enough?

The seagulls love it
It shines, it spins, and 4 hours after installation I have video of seagulls watching it shine and spin from 10' away. Today I expect they'll be standing on top of it, enjoying the ride. I'm in central California near the coast, and gulls are a constant issue. Maybe this will work for other gulls in other places. Or maybe pigeons. Build quality is adequate and it's smaller than I expected; about 18" high.

Installed this a couple days ago on a shed roof. The number of birds seemed to have decreased but time will tell if it actually works. It is easy to install with 4 screws/bolts and is adjustable to keep the arm holding the reflectors vertical. Beware though: I ordered it from Target as the picture and description for a pack states it has 6 reflectors and two items, it DOES NOT, this is for a single 3 reflector bird repeller. I was planning it was two as I can used another one.
