Terrible old rice, doesn't cook properly

We got 2 bags of this rice from Target, and none of it cooked up right. It remains crunchy even after 15 extra minutes of cooking and extra water. Must be really old, even though it's within the best by date on the bag. Yuck. Never ever getting this brand again.
