The speed of how fast it goes is controlled by, what I can only describe as a "free spinning dial" meaning there aren't notches stopping between speed levels (slowest, slow, medium, fast, fastest)... And yes, in my opinion, it swings fast at it's slowest setting.

A: It swings back & forth only. The speed dial allows you to calibrate the speed but it's extremely sensitive so a slight increase can make it suddenly go fast. It's not easy to adjust but I lightly move it for slight increase. I don't think it's lowest speed is too fast. My baby liked it.
