Then you have to hold down firmly on the top of the white plastic portion just below the black part that screws on and then turn the top counter clockwise until it pops open. It can be hard to get a grip on the white part so you can use a towel or even pliers but the trick that worked for me is holding the white part with a gripper like the kind you use to open a jar. I have also heard of using kitchen rubber gloves to hold that portion.
