It's a rug pad.

It seems a bit pricey for what it is. That said, things have gone up in price, everywhere, comparing prices is your best bet.

Non-slip feature

Not sure whether this purchase was necessary, as the rug did not appear to slide without it. Note that if you are purchasing the 7’10” round rug, there is not a perfect match for the non-slip under-rug. You have to purchase the 8’ foot version and cut it down to size.
