Q: Can this also make soft serve ice cream and does it come with an ice cream cone filler attachment?
A: I think you need the Ninja Creami SWIRL in order to have the soft serve function

Q: does it require prefreezing?
A: If you mean the ice cream, yes. You need to put the things inside the container provided then freeze it before using the actual Ninja Creami device to turn it into an ice cream or sorbet or whatever it is.
