A: Remove the liner. Put the bag in place and in its a drawstring bag , use them to tighten it around the rim. Bonus is the bag top doesn't show on the outside.

A: I use a thick rubber band to hold bag around the top of the liner. Bag does not fall in. Took pictures showing this, but didn't see where Target showed my pics.

A: The interior of the bin is a removable plastic liner. If you pull that liner out, insert the bag with the top of the bag ringing the outside of the liner and then slide it back in you can trap the bag between the liner and the metal can. If that doesn’t hold sufficiently then use an elastic band as previously suggested.
