Definitely use a filter if you're not using distilled water, much easier than stocking up on a ton of that water if you use regularly. You don't wan't to use tap water without a filter or you can damage the humidifier.

A: Yes, it has an automatic shutoff function no need to worry about the motor running once out of water. No, you cannot add any additives into the tank since the plastic is antimicrobial.
A: Add 2 Tablespoons of vinegar to the tank and 2 cups of water then give it a shake. Put the tank back on the base and let it sit for 30 mins. Once that is completed empty the base and tank and wipe down.
