All Crest toothpastes get quality-tested to ensure they have the correct amount of paste inside the tube, so we're surprised and sorry to hear these tubes are only half-filled. Since our tubes are filled by weight, what you might be experiencing is air pockets. To eliminate air pockets, try squeezing the tube a few times with the cap on to get the toothpaste up to the top of the tube. As to your packaging concern, if a toothpaste comes in a cardboard box, it typically won't have a foil seal or plastic wrap. The cardboard is sealed at the end flap. However, due to capacity reasons, some of our toothpaste versions are made at an alternate facility. In such cases, there will be a foil seal with a notification on the package to not use the product if the inner foil is torn, cut, or missing.
